It is alright if you have inserted wrong PIN number at the ATM machine twice, but the real problem occurs when your attempt fails thrice.
Has it ever happened with you that you are standing at your ATM machine trying to remove cash, but cannot complete the transactions? One of the major reasons can be, that you have forgotten your debit card pin which is a vital information for carrying ATM cash withdrawal. It is alright if you have inserted wrong PIN number at the ATM machine twice, but the real problem occurs when your attempt fails thrice. As per RBI guidelines, only three attempts are given for feeding debit card PIN at an ATM during cash removal. If your attempts are exceeded, then your card will be automatically blocked. RBI directs customers to not write their PIN number on card, do not share it with anyone, or don’t let anyone see your PIN while carrying transactions and also not to keep an easy PIN involving your birth date, age, etc. This makes it difficult for a majority of debit card holder to remember their password, however, it is a move to remain safe from fraud.
Hence, there can be possibility that you have entered your debit card PIN wrong thrice at your ATM, which results that you are blocked.
To your understanding, almost every bank like SBI, HDFC Bank, ICICI Bank, PNB, BoB, Union Bank and many other private and state-owned ones have different facilities available for retrieving your ATM Pin.
If your card is blocked after three attempts at ATM, then some banks do block it for temporary basis. This temporary block can be for maximum 24 hours. For instance, if your ATM PIN was blocked at 12PM today, then you will be able to carry successful transaction after 12PM tomorrow. That also, only if you remember your debit card PIN accurately.
If you still haven’t manage to remember your debit card PIN, then visit your bank’s home or nearby branch.
Meanwhile, while some banks like private ones offer an on-call ATM card unblock service, which means you can contact the customer service and unblock your card. There are also facilities offered through internet banking like i-banking, e-banking or even mobile apps. For carrying out this method, you need to login in your internet banking account and look for the option which says forget PIN or unblock ATM links. If there is no online banking account, then contact your customer care of the bank.

Rules for getting a new ATM Pin varies from banks to banks. Some re-generate a new debit card PIN almost immediately after your visit, or some send it via posts after few days depending upon their terms and conditions.
Other banks just ask you to block your debit card, and apply for a new one. Meanwhile, some banks ask for a hand-written note to give you a new card or PIN.
PIN is the numeric password which is separately mailed / handed over to the customer by the bank while issuing the card. Most banks require the customers to change the PIN on the first use. Customer should not disclose PIN to anybody, including to bank officials. Customers should change the PIN at regular intervals.
Recently, banks have asked customers to convert their old debit cards with EMV Chip & PIN before December 2018. One of the reason, why your debit card is not working can be because of new rule as well. Hence, visit nearby branch for replacement.
An ATM offers you common services like - Account Information; Cash Deposit; Regular Bills Payment; Purchase of Re-load Vouchers for Mobiles; Mini / Short Statement Generation; PIN change and Request for Cheque Book.
But no ATM will allow you to unblock your debit card from their machine, hence, memorize your PIN number. Why? Because if you forgot PIN number during urgent need of cash, then you have nothing to do then do the above mentioned time-consuming method.
