You don't need to make any changes to the app to get this feature and it is already available for all WhatsApp users. However, to enable the sticker stacking feature, users will have to close and then restart the window in which a WhatsApp web session is active. Also, the feature is being rolled out in a phased manner just like any other WhatsApp features. This means that all users will get it over the next few weeks.
