Rajan, who is currently the Katherine Dusak Miller Distinguished Service Professor of Finance at The University of Chicago's Booth School of Business, gave the 2018 Albert H Gordon Lecture on the topic 'Leverage, Financial Crises, and Policies to Raise Economic Growth'. He was asked about the "shoddy implementation" of big ticket reforms like GST and demonetisation in India.

GST rates for 1,211 goods and all services have been decided. The tax rates under GST for all products and services will be at 5%, 8%, 18% and 28%. There is also a list of products that are termed 'essential' and will attract 0% Goods and Services Tax.
Kerala Finance Minister Thomas Issac said there will be four rates for services at 5, 12, 18 and 28 per cent, similar to tax slabs for goods.
