No Aadhaar card needed: The new system has been prepared under the Supreme Court instruction clarifying that Aadhaar is not mandatory for getting SIM cards.
The government has restructured digital KYC norms making it easy for common people, following the Supreme Court directive that Aadhaar is not mandatory for procuring mobile SIMs. The new digital system, without Aadhaar, has been prepared and is likely to be implemented across the country from the next month. Under this new facility, verification of a customer seeking a new SIM card will be done and the number will commence its function within one or two hours, according to a Hindustan report.
The new system has been prepared under the Supreme Court instruction clarifying that Aadhaar is not mandatory for getting SIM cards. The government has, thereafter directed telecom companies to start accepting alternative documents. The new digital KYC norms has been prepared under the Telecom department guidelines and this is passing through a trial phase.
1. Under the new system, buyers seeking new SIM will have to undergo a digital verification according to new norms. All the companies will need to give licensed version of App to its stores or registered shopkeepers. This app will run through user name and password so that it will have data of when and how many people got verified through it and new number was sold and activated.
2. Mobile consumers will have to submit the documents of their permanent address proof with the retail store owner, who will take a snap of the customer and will immediately upload the picture on the digital customer form available in the App. Along with the customer's picture, other details including location of place, unique ID number, day, time, date etc, will also be uploaded so that all this should become a record which can be clarified later. Notably, the snaps of requisite document of the customer will also be uploaded on the App.
Citing the Telecom department's instruction, the report said that on one ID, only two SIM cards can be issued in a day. Currently, as many as 9 SIM cards can be issued on one ID in a day. Under the new system, residents from another state and foreign citizens will have advantage of the new norms.

Notably, residents from outside state will receive an OTP on local reference number.
