The Reserve Bank of India has released the fourth edition of its statistical publication titled “Handbook of Statistics on Indian States 2018-19”. It has a wide-ranging data on the regional economy of India. It covers sub-national statistics on socio-demographics, state domestic product, agriculture, industry, infrastructure, banking and fiscal indicators across Indian states over a time period ranging from 1951 to 2018-19.
The document shows Andhra Pradesh was on the top in ease of doing business ranking with a score of 98.3 in 2017. It managed to retain the number 1 rank for two consecutive years despite a fall in score from 98.7 in 2016.
The number two on the list is Andhra's neighbouring state, Telangana with a score of 98.28. It slipped 1 spot down to second place in 2017. Telanga was sharing the number 1 rank with Andhra Pradesh earlier.
The third spot was bagged by Haryana with a score of 98.06, improving by 3 spots, compared to 2016 data. The 4th and fifth spots were cornered by Jharkhand and Gujarat with a score of 98.08 and 97.99 respectively.
Starting from the bottom, Arunachal Pradesh, Meghalaya and Lakshadweep are the worst performers in terms of ease of doing business. Lakshadweep is ranked 34, while Sikkim and Manipur are at the 33rd and 32nd position with a score of 0.14 and 0.27 respectively.
West Bengal ranked 10th in 2017, making a 5-place jump from the 15th position in the previous year.
Delhi was at the 23rd place with a score of 31.69, while Bihar and Kerela remained at 18th and 21st spot in the list.

Most populated state, Uttar Pradesh remained at the 12th spot in 2017, while Maharashtra and Rajasthan bagged 13th and 9th spot respectively. Other big states like Madhya Pradesh and Jammu and Kashmir remained at 7th and 22nd positions on the list.
Assam was the best-positioned state in ease of doing business among the north-eastern states and ranked at the 17th spot with a score of 84.75. While in Northern India, Uttarakhand remained the best with a score of 94.24, securing the 11th position.
The 'Ease of Doing business Index' is based on the implementation of the Business Reform Action Plan (BRAP) recommended by the Department of Industrial Policy and Promotion (DIPP) to all States and UTs.
